What are legal requirements for mine closure in India?

Under MMDR Act and Mineral Conservation & Development Rules, all mine holders must submit a Mine Closure Plan (MCP) before commencement and maintain a closure fund. Mandatory progressive restoration is required.

What is a Mine Closure Plan (MCP)?

MCP is a detailed document submitted to IBM and State Government outlining physical, chemical and biological rehabilitation of the mined area. It must be submitted with the Mining Plan and updated every 5 years.

Can closure costs be reduced through progressive restoration?

Yes. Progressive land rehabilitation during mining significantly reduces closure costs. Re-grading waste dumps, backfilling exhausted pits and early revegetation cut final costs by 40–60%.
