A risk matrix scores each risk by multiplying its likelihood of occurring (1–5) by its potential impact (1–5), giving a score from 1–25 per risk.
What is a high-risk score in this tool?
A per-risk score of 15 or above (e.g. likelihood 3 × impact 5) is flagged High priority and needs a documented mitigation plan.
Which risks matter most in a hospital project?
Financial overruns and regulatory delays are typically highest impact; doctor availability and operational ramp-up are often high likelihood for new hospitals.
