About 8 bags per m³ for M20 (1:1.5:3), ~6.5 for M15 and ~9.5 for M25.

What is dry volume factor 1.54?

Wet concrete volume shrinks; multiplying by 1.54 gives the dry material volume needed before mixing.

Does this include wastage?

No — add about 3–5% for wastage on site.
